Modalities for Tie-breaking

This paper informs members of the nature of the "bunching" problem and the possible options for tie-breaking. required at this stage.

NATURE OF THE PROBLEM

"Bunching" refers to the situation when more than one applicant has scored the same number of points at the "pass mark" for a quota in the General Occupational Class (GOC) or Disciplined Services Class (DSC) and where there are insufficient places available to enable them all to be recommended for citizenship.

3. It is important to note that the need to resolve the problem of bunching will only arise towards the end of the processing period for the first phase of the scheme. This is because the pass mark for each quota in the GOC and DSC will change from time to time as a result of :-

(a) allocating special circumstances points;

(b) adjusting the scores of applicants after the verification

interviews; and

(c) the screening out of some applicants above the pass mark on character ог other grounds (e.g. withdrawal of application, departure from Hong Kong for good, failure to naturalise as British Dependent Territory citizens etc.).
