the applicant has served on the governing bodies, such as the management committee or board of directors, or as a volunteer helper for at least 3 continuous years;
in case the applicant has served as a volunteer helper, he has undertaken an average of not less than 4 hours of unpaid voluntary service per month.
CRITERIA FOR SELECTION

The Governor has approved an initial list of 2,528 voluntary agencies or institutions for the purpose of points allocation. The initial list of voluntary agencies were selected on the following basis:
(a)
that they are genuine, non-profit making bodies;
(b)
that they provide direct medical, educational or social services to the community in a key area; and
6.
(c)
that the services they provide are of a sufficiently high
standard.
The list, which has been published in the Reference Manuals, is not an exhaustive one. It may be expanded on the advice of the Steering Committee. Since publication of the list, there have been requests for additions to it. These requests have been referred to the relevant policy branches or departments for assessment on the same basis as that set out in paragraph 5 above. A "recommended" list (Annex A) and a "not recommended" list (Annex B) are drawn up for members' consideration.
