the Task Group on Entrepreneurs Class had identified three categories of potentially acceptable candidates. The 61 candidates invited by the Governor and the 123 potential candidates all came from the top category;
the 61 people to whom an EC invitation had already been issued were identified by the Task Group as the most reputable entrepreneurs in town. As these were the obvious cases, no assessment of their financial situation was made;
in addition, the Director of Administration wrote. to 123 potential candidates classified by the Task Group in the top category. No invitation had been issued to these people yet since the Administration would like to seek additional
information from them to ascertain their suitability for the EC;
clear-cut
in assessing the less
cases, the Governor's guidance would need to be sought. The criteria to be adopted and the names of the people concerned would be put to the Steering Committee;
the number of invitations issued and replies received would be closely monitored to make sure that the number of offers made would not exceed the number of places available;
the chairmanship of the Task Group on EC rested with the post, i.e. the incumbent of the STI post would be the chairman.
