The number of places available to each of the 20 occupational groups in the General Occupational class of the scheme has been carefully calculated in accordance with the formula approved by Parliament, using emigration rates and numbers employed in the groups. It would not have been possible to adjust the allocations on the basis of the numbers of applicants in each group. Any places unallocated in the first stage of the selection process will be carried over for use in the second stage nearer to 1997. The Government remains confident that the scheme will continue to play a part in giving key personnel from the public and private sectors the confidence to remain in Hong Kong rather than seeking alternative places of abode for their families.
