Problem

1.

Lord Butterfield proposes that, as there are only 65,000

applications for the scheme, all should be given passports

rather than leave out "the unlucky 15,000".

Recommendation

2.

That the Secretary of State reply discouragingly.

Background

3.

Lord Butterfield's suggestion is a non-starter. The

British Nationality (Hong Kong) Act 1990 caters for a total

of 50,000 heads of household and no more. It would not be

possible to increase this figure without further primary

legislation; and an increase would be unfair.
