number of challenges against the Governor's refusal to recommend;

ratio of public to private sector recommendees;

average earnings of those recommended under occupational group 1

of the GOC (managers and administrators);

average wealth of those recommended under the Entrepreneurs Class;

and

numbers of recommendees scoring points as employees of "British

firms".

The Governor will wish to decline to give details on recipients under the Sensitive Service

Class, other than numbers of applicants and recommendations made.

I shall be grateful to know whether the above looks about right. Has any obvious factor

been omitted? Should any of the above not be included?

During a general discussion earlier this week on Hong Kong matters, I mentioned to Ms

Spencer that we would be considering the content of the Governor's report and she said

she thought Mr Lloyd would find it helpful to have a note on this in due course.
