GUARDIAN ARTICLE ON THE NATIONALITY SCHEME

The Secretary of State has seen an article by Gerald Segal

in the Guardian of 5 March (which we are faxing to you)

are faxing to you) in which

he claims that there have been applications for less than ten

per cent of the available places under the Nationality Scheme.

The Secretary of State wants the record put straight.

2.

I suggest that the best way of achieving this would be for

Lord Caithness to write to the Guardian setting out the true

position. MIFT contains a draft. In the interests of brevity

the final paragraph could be omitted, although it contains some

useful points.

3. In order to meet the deadline for submission of letters to

the Editor, it would be most helpful to have Lord Caithness'

approval deskby 061130Z.
