(b) that the Bar Association's argument could apply
equally to membership by other occupational groups of professional bodies in the UK.
6. The Hong Kong Government have therefore agreed that if after the initial processing of applications it appears that disproportionately few barristers are likely to be successful, they will consider whether additional points
could be awarded to barristers by making use of the 50
special circumstances points which may be awarded under Article 14 (13) (A) to reflect "the importance of the
applicant's professional or vocational qualifications in the
relevant occupation".

The draft reply is designed to reassure the Hong Kong Bar Association that their concerns are receiving urgent and
sympathetic consideration but without prejudging precisely
how their concerns will be met before the Governor's
Steering Committee has had a chance to consider the issue.
