In our case, the local staff we have handling this business tend to be in their early 30's with either an MBA or an accounting or legal qualification (and in some cases both). Such people may well have only been in the banking business for less (and sometimes considerably less) than 10 years. But in that time, they have built up a very special expertise.
It seems to our staff that such people may score fewer points than the much longer serving employee with a local university background. Certainly, so far as we are concerned, it is the former rather than the latter who secure Hong Kong's reputation as a financial center. Accordingly, if their applications do not put them in a position to obtain one of the 50,000 UK passports (notwithstanding the "up to 35 points" for working for a British company), then it would be appropriate that they be granted some points for "special circumstances" to ensure that Hong Kong does retain their services. This is based not on their working for a British company but because they are crucial to Hong Kong retaining its position as leading financial centre".

To put this in some prospective, I would say that we would have fewer than 10 people who might fall into this category.
