Thank you for your letter of 24 December. It is valuable to have the views of those at the sharp end of the business private sector, and of British commercial interests, as the UK passport scheme unfolds and is put into operation. I note your claim that key members of banking staff be eligible for "special circumstances" points under the passport scheme, quite separately from any claim for points for working for a British firm. I will ensure that your plea is seen by the appropriate authorities here in Hong Kong and in London, where I am sure it will be carefully considered.
