1. Lord Caithness may wish to see, before his departure for Australia, how our question and answer brief on the Nationality Package is shaping up.
We are faxing it to Hong Kong tonight for their comments and would then aim to finalise it by the end of the
week.

Copies could be made available to selected members of Parliament, including the Chairman of the Foreign Affairs
Committee and Sir Peter Blaker.

4. We shall be coordinating our efforts with the Hong Kong Government Office in London, who will also be involved in defending the outcome of the package to MPs and journalists.
5. I also attach for the Minister's information, extracts from the Commons Debates on the package with certain comments by opposition spokesmen highlighted. We shall consider whether any use might be made of this material.
