The suggestion was made that a special work ing group involving government departments and ferry operators should be set up to look at measures to better control harbour traffic, especially during special events such as the New Year Fireworks. Some respondents also though t that the Government should control the speed limits, routings and the number of ferries and boats sailing in the harbour on such occasions. Respondents generally welcomed an
indepth enquiry into the accident.
DISTRICT BOARDS ELECTIONS

was mixed reaction towards the news that NCNA was compiling information on all candidates in the District Board elections and would dispatch the data to Peking. Some did not attach any importance to it since the information was in any event publicly available.
They also though t the Chinese action understandable
it would facilitate their future administration of the territory. However, some respondents were surprised that NCNA chose to announce publicly that they would dispatch the information to Peking for the central authorities to analyse the electoral situation in Hong Kong. They believed this to be a deliberate gesture on the part of the Chinese government to show that China was keeping a close watch over the political situation in Hong Kong. Some also saw it as a sign of China's
overt intervention in the affairs of Hong Kong.

Some respondents thought that there was a lack of election atmosphere. Judging from the rather poor response to election forums organised in several districts they did not expect a good turn-out rate on Voting Day. Some respondents also thought that the lack of different or interesting policy objectives on the part of the candidates also affected the public's interest to vote.

Respondents felt quite
towards the proposed increase of bus fare since the Transport Advisory Committee had gi ven its endorsement almost every time an application for fare Nevertheless, they considered the proposed percentage of increase this time excessive. They thought that since an increase in bus fare was practically an annual occurence, the percentage of increase should therefore be kept low. They also urged the Government to reconsider the existing franchise arrangements with the two bus companies since non-franchised bus companies provided equally good services to the public.
