Disagree.

Understand many people refrained from applying believing themselves not well-qualified enough to succeed. Confident that the scheme will be providing for the people targetted.

Is poor response due to inadequate publicity?

Response entirely satisfactory. Sustained publicity efforts by Government starting in April 1990 in form of news interviews, releases, television and radio announcements, advertisements, special hotlines, publications etc.

Most important principle is to let people know that the choice is there. It is a very personal decision in the end.

Was China's opposition a main factor for poor response?

Cannot speculate. This is after all a very personal decision which can only be arrived at after careful
