You will recall that when we met last summer at Croydon, I mentioned that it would be advantageous for you to visit Hong Kong and familiarize yourself with our operations over the British nationality scheme for Hong Kong as well as other related matters, e.g. assurances, flexibility arrangements etc.

Since then I have realised that there has been reorganisation of activities at Croydon following the abolition of the team set up to deal with the Hong Kong Act. Much of Hong Kong's work on the nationality front now falls on your plate. Indeed the future Home Office team to be stationed here would work mainly to you at the Croydon end. This being the case I am particularly anxious that you come and visit us as soon as it is convenient for you to do so.

The Hong Kong Government runs an active sponsored visit programme for our official contacts overseas. We would like very much to sponsor your visit to Hong Kong on a familiarisation tour for about 3-4 working days, covering the full range of our activities with which you are concerned. The sponsorship would include return business air passages London/Hong Kong, hotel accommodation and reasonable hotel expenses (e.g., drinks, meals, laundry) and provision of official transport throughout your visit.

I know only too well that it is always difficult to leave one's desk for a week, particularly if this involves making a trip to some place as far away as Hong Kong. But I can assure you that you will find the trip worthwhile and your first-hand knowledge of our work will benefit both your office and mine. The direct flights offered by either BA or Cathay Pacific between Hong Kong and London are reasonably comfortable.
