BRITISH NATIONALITY (HONG KONG) ACT: OPTIONS FOR MONITORING THE MOVEMENT OF BRITISH CITIZENS FROM HONG KONG
1.
This submission informs Ministers of the outcome following
discussions with the Hong Kong Government regarding the
information they are seeking to provide on the movement of
beneficiaries under the British Nationality (Hong Kong) Act, and seeks their approval to ask an additional question in the
International Passenger Survey (IPS) to obtain some guide as to
the numbers of migratory beneficiaries entering the United
Kingdom.
2. Ministers may recall that
Mrs Grimsey's submission of
2 August (copy attached) outlined our understanding of the information that HKG could provide at the time and discussed
extending the IPS. Ministers agreed not to expand the IPS
subject to further discussions with HKG.
3. Following a visit by S3 Division to Hong Kong and subsequent
correspondence with HKG the situation has become clearer although
we still do not know precisely what HKG will be able to provide
especially on the destination of beneficiaries who leave Hong
Kong. To be sure of some guidance as to numbers entering the United Kingdom and as a backup to any destination information that the HKG can provide, we will need results from the IPS to
answer questions from Mr Tebbitt and others. To maximise the
accuracy of the results will require an extra question to be
asked.
