I would like to encourage owners to make an effort and the problem will solve itself.

BILLINGS: It has been suggested that at night with the lights on they could hose away any would be boarders off the ship?

MINISTER: I understand that some shippers took those measures. There were one or two incidents and after that the problem resolved itself. That was some years ago. Maybe if the owners adopt similar means of security, it will serve as a deterrent, The important thing is to deter and prevent the occurrence.

BILLINGS: But Dr Yeo why can't the neighbours work together to

crack down on this problem?

MINISTER: The Asean countries have been working very closely on this subject. Indeed the records will show that there has been a significant improvement. Sometimes you will get these incidents in international; waters, Then there is no jurisdiction.Problems of this sort will occur so long as there is shipping. Similar problems like this have occurred in other parts of the world. Its not a problem that is peculiar to region.

BILLINGS: Are you confident that you can get on top of this

problem?

MINISTER: I'm confident that the problem will be solved in due course 45 we come together with the different governments and we work together with the shippers, we will solve this problem progressively.
