SETTLEMENT AND INVESTMENT IN KENYA BY EX-HONG KONG BRITISH
NATIONALS
1. In haste for the Bag, I attach copies of an approach we have just received from the Kenyan Ministry of Industry. The Kenyans would very much welcome new investment by ex-Hong Kong family groups. They are crying out for new industrial investment. But they obviously feel a shade uncomfortable about this rather odd approach. On the one hand, they will be anxious to avoid anything which leads to a direct row with us. On the other, and I realise there is likely to be little we can say on the basis of this very general approach, they will want to be sure that the investors are on the level, and not likely to involve themselves in eg smuggling or drugs.
2. We ought to get back to the Kenyans quite quickly. I would be grateful if you could let me know by telegram if you see good reason why they should not take up this approach.
