Britain and by and large do not abuse them. Indeed, the Jamaican Government have protested on numerous occasions at what they see as our unduly harsh treatment of applicants. The selective admission option is, as indicated above, inappropriate given the relatively low level of current and foreseeable demand from the region.
3. The Dependent Territories (DTs), as you recognise in the paper, require special consideration. WIAD are just starting a review of British policy on the DTS, taking the transfer of responsibility for Hong Kong in 1997 as a watershed. As regards any proposals on nationality and immigration issues, you would of course be consulted. But the number of people involved will be tiny and I would hope we can approach such issues with less apprehension in the absence of the Hong Kong factor. attach a revised draft of paras 76 and 77, tidying up our earlier contribution.

4. I realise that countries enjoying a favourable immigration regime with Britain often attract transiting nationals from elsewhere. I am not aware that this is a major problem in the Caribbean, but clearly the possibility needs to be kept in mind.
