G.C•I

Cultural and commercial links with Hong Kong Hong Kong Chinese are an industrious, gregarious and politically inactive people who will wish to establish trade and social links with their Host Country.

Longer term benefits from the skills and expertise our Clients can bring to The Solomon Islands - further assisting the growth of the economy as commerce and industry grow from these new trading links.

GCI have developed a programme that fully safeguards the international integrity of our host countries and allows total security in terms of the vetting of applicants and issue of documents. We have developed the computer information systems and the vital experience and contacts to ensure that this happens. Whilst obviously too much to detail in this brief letter, we would welcome the opportunity to meet with you to present the specific benefits of the programme and the logistics required to implement a Citizenship by Registration Programme for The Solomon Islands in Hong Kong. We would stress, however, that this is a very temporary "market opportunity" for your Country and one which is already being vigorously pursued by other nations.

The Programme will be administered on the ground in Hong Kong by our colleague and local GCI director, Dr Ian S Shelmerdine who, should we proceed with a Citizenship by Registration Programme, we would recommend is appointed as the Honorary Consul for The Solomon Islands in Hong Kong and Macau. This manoeuvre is designed not only to further safeguard the interests of the Solomon Islands in these territories, but also to ensure that he has the necessary authority and "face", etc. Dr Shelmerdine, MBA and PhD, 51, is exceptionally well connected in Hong Kong and his credentials as a Consular Candidate are superb, as he is fluent in the Mandarin and Cantonese Chinese dialects, Spanish, French, and other languages. A long term resident in the Far East (7 years each in Japan, Singapore and Hong Kong, working as a senior executive for a number of major multinational companies) with a Taiwanese wife, Dr Shelmerdine has an excellent commercial and social pedigree in Hong Kong.

We can naturally substantiate our ability to administer the programme in both the UK and Hong Kong, and we shall gladly provide Company and personal bank references should our proposals find favour with the Government of The Solomon Islands. We would also naturally expect to be security- bonded by a reputable bank or banks prior to actually going ahead.

I shall telephone you in the next few days in the hope that we may secure a convenient audience in the near future with you to discuss our programme in some more detail, and we look forward to meeting you personally in due course.

Yours sincerely,
