Dear Ian,

NEW COMMUNITY - HONG KONG IMMIGRANTS

Thank you for seeing me and John Duncan on our recent visit to Malta. After we saw you we had very positive meetings with various Government officials who suggested that we write a formal request to the Prime Minister outing our proposals and requesting his support.

On our return we undertook this task and accordingly the letter was deposited with the Prime Minister last week. He has now held & meeting with our client and informed him that he will respond in a positive manner within the next week. When we receive this response and have had an opportunity of considering its implications it is my intention to return to the island and move the project forward on a positive basis.

Obviously, with the support of the Prime Minister in writing it will enhance and improve the situation in Hong Kong when I place the opportunity before the Futures and Securities Commission of the Hong Kong Government.

I have had the opportunity of discussing the proposition with international banks, and in detail with Citibank N.A. since I returned. The response has been overwhelming, and it is evident that the financial support from these organisations would ensure that the project is a success. Citibank would like the opportunity of placing the project before their own clients in Hong Kong, as they consider that the opportunity created would satisfy their requirements 100%.

Should you need to contact me I am available at my home address or telephone number, or my consultancy at David Robotham Limited, The Old Library, 12 Church Street, Warwick, Warwickshire CV34 4AB, telephone (0926) 493843, fax (0926) 495314.

Thank you again for your help and I will keep you informed of all progress,

Yours sincerely,

R.B. Markham, ALA, B.Sc.
