terms of the need for supporting infra structure. It may wel that we should be endeavouring to attract interest on the part in Hong Kong, as the Chief Minister believes, but I do not think that Mr Walter English is the right person to be involved with in this.

Mr English has subsequently written to Government House to ask to be appointed as Montserrat's official agent for industrial development and emmigration (sic) in Hong Kong". Unless Council thinks otherwise, I would propose to write him a polite letter declining his offer.
