Please find attached self explanatory correspondence which has been passed to us by the Department of Employment for our advice.

It would appear that, under German Law, permission is required before recruitment in Germany can be initiated. pass this to you for any action you think appropriate but you may like to let recruitment agencies know the procedure they should follow if they wish to advertise in Germany (see final paragraph of the translation of the letter). As the original letter was sent in German only to OPUS Executive Search, it is possible that they have ignored it!
We have simply told the Department of Employment here what we have done and asked them to inform the Federal Institute for Labour in Nuremberg that we are asking the relevant Hong Kong authority to take appropriate action. It would probably also have been simpler if the Germans had done this through their own Consulate General in Hong Kong.
