DEPENDENT TERRITORIES WORK PERMIT QUOTA
On receipt of your minute of 4 February proposing that the DT quota should be phased out, I consulted the Governors of the six Dependent Territories for which WIAD is responsible. As I had explained to you on the telephone, I thought that the problem was one which had essentially affected St Helena in the more recent past, and Mr Baker-Bates will give you his own views on that directly. The consensus among WIAD DTs is that there are unlikely to be any political repercussions if you proceed along the lines you proposed. It would be important however to ensure that any publicity given to the decision were so phrased not to give grounds for anyone to assert that the abolition of the quota reflected a lessening in the relationship between the UK and its Dependent Territories.
