1 Please refer to your minute of 4 February and Mr Gorham's minute of 22 February in which he alluded to St Helena.

in the process of consulting St Helena formally and when we have their response we will, of course, be happy to cooperate with HKD in producing a submission to Minister. From personal experience however I know the Saint Helenians are critical of the small size of the quota allocated to them, and we shall need to look very carefully at any proposals the Department of Employment may have to replace the quota. We shall need to bear in mind that St Helena is very poor, small, remote and attaches great importance to the existing quota.
