quota. The need to address the particular circumstances of St.Helena in a sensitive way is understood, and there would be no objection to the review of the effects of abolition, as long as it looked at the range of options for helping the islanders and was not announced for the present.
We believe the detailed table of reductions set out in the annex to Russell Yates' 27 June letter would meet the requirements described above.
I hope we can move quickly to an agreement along these lines. I shall be back from leave on Monday 8 July if we need to have a meeting. I am copying this letter to Russell Yates at the Home Office and within the Employment Department.
