Problem
1. With Ministers agreement, we wrote to the Home Office
and the Department of Employment to propose the abolition of
the Dependent Territories Work Permit Quota, phased over 5
years ending in 1995, subject to reviewing the case of
St Helena at the end of 1992. Home Office and Department of
Employment have now replied, agreeing in principle, but
-
proposing a slightly steeper ramp a 4 year phase out beginning in 1991, and that the review at the end of 1992
should not be publicised. How should we respond?
