Not at all. Quota for all Dependent Territories being
phased out.
WHY PHASE OUT FASTER FOR HONG KONG?
Other Dependent Territories' share of Quota much smaller
than Hong Kong's. Would not make administrative sense to
phase out allocation for other DT's faster (diminishing
returns in operating a scheme for very small numbers of
places indeed).
