SPECIAL WORK PERMIT QUOTA FOR DEPENDENT TERRITORIES: NOTICE
DRAFT PRESS
1. I attach a revised version of the draft press notice. It no longer directly quotes the Secretary of State and incorporates minor changes to the list of Dependent Territories in the "notes to editors" section.

The draft has now been cleared by both Home Office and FCO.
3. The PQ will be tabled today for answer tomorrow. I have asked Vince Brady in Parliamentary Branch to 'phone you early tomorrow morning with the name of the MP tabling the question.

Custom and the need to get a message across to potential applicants require us to issue a press release, but I feel no great effort need be made in publicising it, apart from ensuring that it reaches the Chinese community within the UK (the reason why the release now avoid directly quoting the Secretary of State is to help give it a lower public profile). I understand the usual way of reaching the Chinese community is to make certain the story is carried in the UK Chinese press. I would be grateful if your people could liaise with Mr Lamb/Mrs Jackson here in OLS (x5291/5330) to ensure that this is done.
5. I also attach a page of defensive briefing plus a copy of FCO defensive briefing designed to counter criticisms from Hong Kong.
