Mr Goodlad is calling on you at 0945 on 5 April for an oral briefing before his visit sponsored by the Hong Kong Government. I attach a draft outline programme plus background material for handing to Mr Goodlad. Mr Cox will sit in during the meeting.

I understand that Mr Goodlad has also arranged to call at the Hong Kong Government Office to collect his tickets Friday morning, 5 April.
