I should have replied much earlier to your letter of 9 April about approaches to the FCO by MPs wishing to visit Hong Kong.

I am happy to confirm that when the Department is approached by MPs asking for arrangements to be made for visits we shall pass on these requests to you, rather than to Hong Kong direct. We cannot of course guarantee we will get to know of all approaches to the FCO; it is possible that, if an MP were to approach say a Private Office or Under-Secretary, we might only learn about the visit when we see a telegram to Hong Kong. But we are taking steps to minimise this risk by forewarning Under-Secretaries and Private Offices of your request.

Incidentally we were grateful to see a copy of the sponsored visit programme for 1991/92. You seem to have an interesting collection of candidates.
