6. I briefed Sir Michael on these developments (he specifically requested that he did not want a letter from the Secretary of State). Unfortunately he does not seem prepared to let the matter rest and another letter is promised. He clearly sees the issue as one which he hopes will, in IPU circles, enhance his presidency prospects. Meanwhile, the attached draft attempts to discourage him and, while leaving no hostages to fortune, aims to focus his mind on what he is actually trying to achieve for the IPU.
