I was delighted to learn that you have accepted an invitation from the Hong Kong Government office to visit Hong Kong during the Christmas recess. I know that you have kept a close interest in Hong Kong affairs since your last visit there some years ago, but, as my own visits have shown me (I was there again last week), it is a fast-changing place and fresh impressions are always valuable. Douglas Hurd and I are keen that influential Members are as up to date as possible on the situation and the issues it poses for the Government. It is also useful for senior Hong Kong people to get an insight into attitudes at Westminster.

So we are very glad that you have managed to find the time to make the trip and we want it to be as worthwhile as possible. Hong Kong Department are preparing some background briefing notes, which I hope you will find helpful. We are also in touch with the Hong Kong Government Office to ensure that they come up with the best possible programme: I think you will find KC Kwong good value. Please let me know if there is any
