if asked about HMOCS officers)

We recognise HMOCS officers concerns. HMG is in the

process of drawing up appropriate arrangements for members

of HMOCS in Hong Kong which recognise the change of sovereignty in 1997.

HMG PRESSURING HKG OVER JARDINES?

-

Certainly hope that suitable arrangements for companies

like Jardines can be worked out.

- But this is a matter for the Hong Kong Government, the

Securities and Future Commission and the Stock Exchange.

Whatever the result, hope it will not affect Hong Kong's

position as an international financial centre.

CHINESE CONTROL OVER HONG KONG AFFAIRS?

No. We are willing to consult China on major matters

straddling 1997 and take account of their news where

possible. But decisions are for Hong Kong Government.

Chinese have stated publicly that they do not seek a veto or joint administration.

HKG AUTHORITY?

-

We are committed to maintaining HKG authority up to 1997.

I have a very high regard for the dedicated work of the

Governor, the Hong Kong civil service and the disciplined

services.

PUBLISH AIRPORT NEGOTIATING RECORD?

-

- Diplomatic negotiations are best conducted in confidence: this helps build up trust and understanding between the parties. But we would have had no difficulty about

publishing the full record if the talks had broken down.
