Background
1. Mr Foulkes has asked a number of questions on Hong Kong, and took a leading role for the Opposition during the passage of the British Nationality (Hong Kong) Act 1990.
But we suspect that this question has a more directly party political impetus and is designed to establish whether the
Secretary of State was engaged in Conservative Party business during the trip to Hong Kong.
2. Mr Foulkes also tabled a PQ (No 2390) for the Prime Minister asking specifically about the meeting with
Mr Li Ka-Shing. Copy of the PQ and proposed draft
background attached. I also attach copies of Mr Foulkes'
recent PQs on Hong Kong, copies of the Dod and Parliamentary Profiles entries, and a copy of the Secretary of State's programme in Hong Kong.
