PRIME MINISTER'S VISIT TO HONG KONG: 4-5 SEPTEMBER 1991

I wrote to you about this visit on 23 August.

now add four updates or glosses on that letter:

May I

(a) Vietnamese migrants. The Foreign Secretary has

now decided that he should make strenuous efforts with

the Vietnamese (and Americans) over IMCs and that we

should not return the double-backers until this process

is complete, one way or the other. The reference to Hong

with double-backers. Kong's readiness to proceed by the week beginning

23 September should therefore be deleted and the point

about our efforts to get IMCs agreed moved up and

strengthened;

(b) MFN. As the Prime Minister may be aware from his

talks with President Bush, MFN renewal is not yet in the

bag: in saying that it is likely to be renewed we should underline likely;
