I submit a draft PS letter to PS/No 10 picking up the point in Mr Wall's letter of 27 August about arranging good Hong Kong comment on the Prime Minister's visit to Peking and the airport MoU. You answered Mr Wall's other points in

your letter of 28 August.

2.

The draft does not repeat Hong Kong's fair comment that

there are limits to the impact that good news from Hong Kong

will have on the British media. Nor does it make the point that this is a two-way process: the Hong Kong media take a

keen interest in British media coverage of such visits.

No 10's sabre-rattling in yesterday's press was immediately

echoed and magnified by the Hong Kong press. People in Hong Kong will not have found it easy to understand what No 10 hoped to achieve by this.
