Prime Minister's Visit to China and Hong Kong

Further to my letter of 29 July and yours of 30 July, may I add some further proposals on participation from Hong Kong in the Peking visit?

It would be right, and natural, for the Governor of Hong Kong to be present not only at the signing ceremony of the airport MOU, but also at meetings at which Hong Kong will be discussed, including at least some of the talks with Li Peng. We also see advantage in the Governor's proposal that one or two Hong Kong Chinese officials should attend the signing ceremony: this would help stifle the criticism that Hong Kong was excluded from the final stages of the negotiations.

A prime objective for the visit will be to give new impetus to the work of the Joint Liaison Group. We believe that the visible involvement of the two senior representatives on the Joint Liaison Group, Tony Galsworthy and Ambassador Guo Fengmin, would help us achieve that objective. Their attendance at the signing ceremony would be natural since the new Airport Committee will be under the Joint Liaison Group. We also feel that they should attend the main meetings at which Hong Kong will be discussed. The Chinese normally field a large team for such meetings, so we gain nothing by trying to restrict the numbers on our side.

If the Prime Minister agrees we shall put this proposal to the Chinese.
