Please refer to Christopher Prentice's letter to William Chapman enclosing a draft programme for the Prime Minister's visit to Hong Kong.
As I told Nigel Cox, I am afraid there has been a misunderstanding here about the nature of the event to be organised by Mr. Algy Cluff. There are in fact two separate events being organised. Conservatives Abroad would like to arrange a meeting between the Prime minister and expatriate Conservative supporters. Separately, Mr. Cluff would like to organise a meal which would be hosted by Li Kai Ching and attended by half a dozen or so leading Hong Kong Chinese businessmen. I have confirmed that the Prime Minister would like this event to go ahead and have agreed that it should replace the dinner to be hosted by Peter Heap. I suggest that Peter Heap's dinner should be turned into a reception for British businessmen which the Prime Minister would attend. It may be possible for Conservatives Abroad to organise a separate reception in parallel. If so, perhaps the Foreign Secretary could attend that while the Prime Minister goes to Peter Heap's reception.
You will wish to let Sir David Wilson know what is happening. Meanwhile, I have told Algy Cluff that the Prime Minister is content for him to go ahead with his arrangements. Mr. Cluff will let me have a list next week of those involved. think the only participants on our side would be the Prime Minister and the Foreign Secretary and possibly Graham Bright.
