1. Mr Davies' (FED) minute of 20 August included an HKD

contribution (para 10) and submitted a draft telegram to Hong Kong about the Secretary of State's programme in Hong

Kong.

On second thoughts, I am not sure that attending a

meeting with British businessmen, as well as Mr Heap's reception, would be the most effective use of the Secretary

of State's time. We do not want to over-egg purely UK

aspects of the visit. Hong Kong could no doubt come up with other ideas to fill the slot. The Secretary of State might prefer to take some exercise after the flight from Peking. Alternatively after two days of talking to Chinese Communists, he might like some stimulating conversation. During Lord Caithness' visit the Governor arranged a dinner with a selection of lively youngish people with whom the Central Policy Unit have contacts. Something similar might

be possible, over tea or a drink.
