Communist Chinese the possibility of Hong Kong negotiating visa
abolition agreements, but this might not be raised for some time.
I pointed out to Mr Lai that given that neither the UK Government
nor the Hong Kong Government wanted a visa requirement it would
help the UK if Hong Kong could approach our main European
Partners and negotiate visa abolition agreements with them.
My
firm advice would be for Hong Kong to take this forward as soon
as possible.
