I can confirm that provided this is a non-scheduled, non-commercial flight (ie, that it is making a special trip and is carrying no fare paying passengers) diplomatic clearance is not required. may find it helpful to have the attached copy of a circular we sent recently to Missions in London on this subject.

The aircraft will of course be subject to the normal technical clearances, but these will be applied for by the operator of the aircraft directly with the Hong Kong aviation authorities. copying your letter and this reply to the Hong Kong authorities so that they are aware of the flight.
