I told them exactly the approach that I was going to make

which is what I told you yesterday that we believe in consultation

but not in control. There were many views expressed, some people

were in favour of a more conciliatory attitude towards Peking, some

a less conciliatory, there was a very wide range of views expressed,

which is normal.

Throughout the meetings I have had this morning I have been

equipped with arguments to make, points to make, arising out of

experience in Hong Kong and that will be very useful.

QUESTION:

What about the airport project?

FOREIGN SECRETARY:

The point I will be making about the airport project in

Peking is clearly that if Hong Kong is to keep up with Singapore,

keep up with Japan, keep up with Taiwan it needs a modern airport.

It has been explained to me very vividly today the shortcomings of
