Priorities should be the Netherlands (who hold the Presidency from July to December 1991) and Portugal (who hold the Presidency from January to June 1992). Visits might take place in September and November respectively. The Secretary of State might wish to visit Norway and Denmark in September, October or November. The last bilateral visit to Norway by a Foreign Secretary was in
1979.

We considered proposals for 1992. These included a visit to the Sub Continent in the Christmas recess although we could not yet recommend which countries. Much will depend on the political and electoral situation in the area at the time. A visit to Kenya and the Gulf might take place in February 1992; China and Hong Kong in April; and Korea and Japan in June. In addition, the Secretary of State may have to visit the Maghreb in Spring 1992 as a member of the European Presidency Troika. Otherwise, much of his time in the first six months of 1992 is likely to be taken up with pre-European Presidency or Troika visits.
