LORD CAITHNESS' LUNCH WITH MR YAXLEY, HONG KONG GOVERNMENT

The Minister will be lunching with Mr Yaxley on 14
November. This is the first of a series of regular contacts
which the Minister proposes to have with Mr Yaxley. I attach a note of points for discussion.

2. Mr Yaxley keeps in very frequent touch with me. a very personable, old-style colonial civil servant. been in the London job for some time and is I think due to retire in about 18 months. He has a wide range of contacts
in both Houses of Parliament, and particularly good relations with Sir Peter Blaker as President of the All Party Hong Kong Group, with whom he has a monthly session. He has a very effective Deputy, K C Kwong, who is the real powerhouse of the operation. (K C is lunching with
George Foulkes on 14 November.)
3. I went round the Hong Kong Government office last week. I attach their organisation chart. As this shows, they are a substantial operation (78 people). They devote a good
