LORD CAITHNESS' VISIT TO HONG KONG, 6-7 DECEMBER 1991
Briefing
1.
I attach an agreed list of the briefs which will be required for the visit, along with a copy of the outline programme.
2.
PS/Lord Caithness has agreed that we should provide briefing for the meetings in the form of checklists which I shall coordinate. Grateful for contributions in the
following format:
(i) Points to make (tirets), with the first tiret on each subject including the subject title underlined.
(ii) Background (length depending on how familiar Lord Caithness is with the subject).
3. PS/Lord Caithness has agreed that we should keep the subject briefs as concise as possible. Only in the case of CFA and HMOCS is full briefing required in the usual format
(ie Objectives, Points to make and Background). In most other cases a background consisting of key facts and figures will be sufficient or where appropriate only key papers with a covering sheet. Points to make (where necessary) should seldom exceed one side of A4. Note a press brief is not required.
4.
We need to submit the briefing including the steering brief by 22 November. I should therefore be grateful for your contributions by c.o.p. on 20 November.
