1. The following points arose at our discussion of the Hong Kong briefs with the Minister this morning (where extra material is supplied, there are two copies for you to

splice into briefs):

The Minister asked, on brief No 13, what was the difference between the figure of 3,600 registered as British citizens and the 1,204 passport applications. 3,600 are the number of certificates of British nationality which have now been issued by the Home Office nationality team (they are working gradually through the over 65,000 applications they have received for the 43,250 places available: a note about the criticism of the slow pace of processing applications for nationality is included later in the same brief). The figure 1,204 for passport applications represents those who have received their certificate of nationality and then gone on to make a passport application (as in this country, some people who are British citizens do not make applications for passports). I attach the latest weekly bulletin showing where matters stand on registrations and on passports.
