Acting Governor (7 December only) and Under Secretary for Defence Brigadier Henry Ribeiro
Ribeiro is 58 and was previously Deputy Director General of Politics at the National Defence Ministry.
He served in Timor Mozambique and Angola after graduation from the School of Artillery. Ribeiro was later Chief of Cabinet to the then Governor of Macau, Nobre de Carvalho. He has also served in Rome, studied in the USA and held various staff posts in Portugal.
Dr Jose Ferreira da Fonseca, Diplomatic Adviser to the Governor
Jose Fonseca is a serving member of the Portuguese Ministry of Foreign Affairs, on secondment to the Governor of Macau since 1990.
He was previously posted in Maputo and Pretoria having joined the MFA late (previously a lawyer).
Fonseca's father was Ambassador to Chiang Kai Shek in the Second World War. He is married with 2 children and enjoys windsurfing and microlite flying. His wife, Luisa, runs the Governor's Public Relations Office. speak excellent English: he is of part English descent and she was partly educated in Britain.

Engineer Jose Manuel Machado, Under Secretary for Public Works
Under Secretary Machado (59) joined the Cabinet on General Vieira's appointment as Governor in May 1991.
He graduated as a mechanical engineer and was previously manager of a Portuguese engineering firm.
Machado is
generally thought to be the weakest member of the new Macau Cabinet, and the only one without previous experience of Macau. The rationale for this is that the Governor, as an ex Under Secretary for Public Works himself, is taking most of the key project decisions himself.

Of mixed Chinese and Portuguese descent, but also holds a British passport. Has the gambling concession; gambling taxes provide over a third of government revenue. has an interest in most other businesses in Macau, including jetfoils, Jockey Club, hotels and tourism. Collects medals. Speaks fluent English.
