2. As Chairman, I shall want to leave as much time as possible

for general discussion. This means, I suggest, that participants

introducing individual discussion sessions, should ensure that

their presentations last no longer than 10-15 minutes: where more

than one presenter or topic is indicated, they should clearly err

on the side of brevity. Two papers one from the Planners on Asian security, and an overview from the DTI on economic and

commercial developments will be circulated before the

Conference. There is no obligation on any other presenter to

circulate papers beforehand, although you are welcome to arrange for background information/statistical data to be distributed at the meeting if you think that this would help your presentation.

3. The following participants will be coming from the FCO:

Lord Caithness (and Private Secretary), Chief Clerk, Broadbent

(Economic Advisers), Cooper (Planners), H Davies (FED), Colvin

(SEAD), and myself. Also attending will be: John Meadway (OT2,

DTI), Oliver Miles (Joint Directorate), Christian Adams (PEP,

DTI), Richard Manning (ODA), Nicholas Bevan (MOD),

Michael Pentecost (ECGD), and Alan Charlton (Cabinet Office).

I have tried as far as possible to expand the draft agenda in

our telno 125 to BTC Hong Kong in a way that will allow full discussion of a wide range of topics, and enable everybody to make a contribution.
