HONG KONG • HOMC AND VISIT

1.

I am about to send out the final version of the HOMC agenda. As agreed, we are trying to build Lord Caithness own Hong Kong programme round the more interesting parts of the HOMC.

2.

This should be an interesting bilateral visit: not as difficult as we feared now that we have an airport agreement, but lively because of elections, VBPS, HMOCS, and the prospect that much that has been put on hold by the Chinese for the last year may begin to pick up speed.

3.

I shall obviously sit in on the major engagements (EXCO, OMELCO, etc) but I shall otherwise be heavily involved in the HOMC, chairing the various sessions, pulling the conclusions together, tending to the ideas and woes of Heads of Mission. I am glad that the Minister is taking Mr Crystal with him for the press handling. But I do think it would be sensible to take someone from HKD as well to concentrate on the Hong Kong business of the visit. Mr Paul will be on the point of leaving the department. But Mr Cox, who has settled in remarkably well, could accompany the Minister, and I think this would help both you and him.
