BACKGROUND
Hong Kong (22-27 July)
This will be Lord Caithness' third visit to Hong Kong. It will continue the pattern of regular six monthly visits to the territory.
During his stay Lord Caithness will hold discussions with
the Governor and senior officials and meet local businessmen and politicians. The Minister will also attend a meeting of
Exco and open the
regional Heads of Mission Conference.
Pohnpei (29 July 1 August)
Lord Caithness will travel to Pohnpei to represent the UK at the 1991 South Pacific Forum Meeting with Dialogue partners to discuss matters of regional interest.
South Pacific Forum and Dialogue
The South Pacific Forum is a political body, comprising the leaders of government of the independent and self-governing countries of the South Pacific. There are 15 members
including Australia and New Zealand.
Since 1989 the Forum has invited selected countries with an active and constructive involvement in the region to participate in a Dialogue following the annual Forum meeting on matters of
mutual interest.

In 1947, the former Japanese mandated islands in Micronesia became a UN Strategic Trust Territory administered by the United States under a Trusteeship Agreement. islands were those now forming the Federated States of Micronesia (FSM). In December 1990, the UN Security Council adopted a resolution terminating the Trusteeship status of the FSM and the nearby islands comprising the Republic of the Marshall Islands (RMI). HMG's recognition of the FSM and RMI is under active consideration. decision is expected shortly. Pohnpei is the main island
and centre of Government of the FSM.
